FYI on 2017-06-20 MOTION 2017-11 has failed:
Proposed by Laura Vargas, seconded by Samson Goddy [1]
<https://lists.sugarlabs.org/archive/iaep/2017-June/019872.html>
"Sugar Labs will allocate a budget (To Be Defined) for "professional
services" required to create a fitable image for Samson's and Ibiam's young
XO partners in Africa. Sugar Labs will make an open call to the mailing
list to find one or more professional to do it."

(2 in favor, 5 abstain).
I updated the wiki [1].

Let me know how many plural forms (nplurals) and how they are applied
(plural equation) and I'll set up a project for Efik (lang-efi) in
Pootle. We'll need to develop a glibc locale file before deploying,
but that is not overly challenging.

I think we can also work on Efik, because from what i know that's where
there's a high number of XO's still in use in schools -- i think over a
thousand --, so it can also be included in the build.

But is it okay if we have both build for Sugar on Stick and XO? Laura?
I do hope there is someone interested on releasing a SOAS build that
includes all translations available for Sugar.
Still, this is out of the scope of this motion.
No reason why not, now that CJL confirms that the appropriate strings
are
in place.
(Not sure why we need a motion for it.)
If SLOBs does not make this decision, Nigerian learners won't have
access
to an updated XO build that includes Igbo and Yoruba translations.
Now that the motion has been seconded by Samson, SLOBS can start voting.
My vote is +1.

Dear All,
I once requested for the handle on these Nigerian translations and
was told
it was not yet in the main build, so I guess this is the main
obstacle in
the way of learners accessing the contents, it is important if we
can
have
those two translations all possible publicly available builds, so
that
people like us can make case for their use in many fora in Nigeria.
I support any effort in this direction. +1
Regards!
David

The vast majority of these translations have been committed to their
respective Github repos, to the extent that new versions of those
activities have been released since those commits, the translations
are now present in ASLO.
The core UI strings (sugar, sugar-toolkit-gtk3, OLPC_switch_laptop)
have also been committed, but to get them visible to users a new
build
will be required. That would either be a new SOAS build or possibly
a
custom build as proposed by Laura.

Thanks Laura.

I'm surprised, as this is the first I've heard of this need, yet the
thread goes back to 13th June. It must have begun on a
non-development mailing list.

OLPC can provide advice for any developers making a custom build for
XO laptops. The advice is part of our normal practices. To ensure
the latest translations are in a build, the steps are;

- translations to be pushed from pootle to github; Chris Leonard has
that in hand,

- each desired activity to be released; some of that I've been doing,
but the team asking for this must give us a list of activities,

- Sugar and Toolkit to be released; blocked on a maintainer, such as
Ignacio, releasing a point version like 0.110.1, maintenance being
an unresolved issue at this point,

- custom packages of Sugar and Toolkit to be released, usually by me
at OLPC, ... and it is possible to bypass the maintainer if there
isn't one.

Chris is correct that a glibc locale file will be needed for any new
language. I'll need his advice on that!

You are correct that a custom SoaS build with updated translations
would be useful; I'll go further; it is the only way to get the new
translations into SoaS without waiting for the next Fedora release.
